Mandelbrot explains the construction in the book Multifractals and 1/f Noise on page 126.
Start with generators: six circles, each tangent to four of the others. (Shown below in black.)

The IFS to generate the fractal consists in six maps, inversions in these six circles. In the first picture above, the fractal is the non-colored (white) part of the picture. The limit points of each of the colors shown.

A faster way to generate the picture is also described. Start with an osculating base of eight disks, each with bounding circle orthogonal to three of the generators and not meeting the other three generators.

Color the disks in up to eight colors. Here, four are colored black, including the outside of the largest circle. Then apply the maps of the IFS to them repeatedly. These image disks fill the complement of the fractal.

Description of the generators.

Let s2 be squareroot of 2. Circle T1 is the line x=0.
Circle T2 has center [4,0] and radius 4.
Circle T3 has center [9/16,-3] and radius 9/16.
Circle T4 has center [(3942-1296*s2)/4177,(-12288+1980*s2)/4177] and radius (1314-432*s2)/4177.
Circle T5 has center [(4932-1728*s2)/14161,(-384+72*s2)/119] and radius (4932-1728*s2)/14161.
Circle T6 has center [(738-432*s2)/529,(-96+36*s2)/23] and radius (738-432*s2)/529.
